PROPOSAL FOR DEVELOPMENT AT 103 EVERGREEN STREET
Proposal for Development at 103 Evergreen Street:
-
Rezoning of 103 Evergreen St. from R3 to R4.
-
R3 zoning permits residential development with a focus on single-family homes, duplexes, and triplex dwellings with limited density. While R4 zoning allows for increased density and permits higher-intensity residential development, often accommodating multi-family buildings with more units per lot compared to R3 zoning.
-
Development plan includes construction of a 45-58 unit apartment building.
-
Apartment sizes range from 200 to 500 square feet each.
-
Only four tandem parking spots designated for the 45-58 units.
IMPACT OF REZONING ON THE MOUNT HOPE COMMUNITY
-
Increased strain of street parking due to additional vehicles.
-
Greater demand on public resources such as water, sewer, and electricity.
-
Elevated risk of flash flooding or basement flooding on specifically Camp and Evergreen Streets and surrounding areas.
-
Potential for speculative buying by developers, leading to further rezoning and increased density.
-
Threat to the character and quality of life in the Mount Hope neighborhood.
FUTURE STEPS FOR 103 EVERGREEN DEVELOPMENT
-
Developers could rescind the request for R4 zoning and develop within R3 guidelines, ending the process without further public hearings.
-
Developers could continue to pursue R4 zoning, either with current drawings or a new proposal, triggering a Public Hearing of the Ordinance Committee for public testimony.
-
A zoning request like adjusting R3 to R4 zoning would need to pass a vote by The Ordinance Committee and then be heard and voted on by the full City Council to move forward.
-
As of now, it remains uncertain which course of action the developer will pursue. No date has been set for an Ordinance Committee Public Hearing. Updates on the scheduling of the hearing will be provided if the proposal is not withdrawn.
-
Councilor Sue Anderbois has expressed opposition to the request for an R4 zoning change to accommodate the proposed 45-58 unit building. She has discussed with the Ordinance Committee Chair, the Council President, and the solicitor's office to articulate her concerns and ensure effective representation of the communities interests.
